Anonymous request: `no-cache`

A request with no session cookie is rendered for the anonymous principal and served with Cache-Control: no-cache. The page is the same for every anonymous request, so a cache may store it but must revalidate it before serving it again. Vary: Cookie makes a cache store it separately from a page rendered for a signed-in principal.
