Anonymous visitors (public role)

Nobody signed in has the principal null, wears the single role public, and holds the catalog the charter grants that role. The role name is fixed: with a charter that has no public role the server still boots, and every request with no session then fails with Unknown role "public". Example: the theatre’s own charter names its visitor role guest.
