Invalid charter

At boot, Moss checks the charter with verifyCharter from @niscorp/charter, against every action id, grant and variant id the app has, and does not serve if the report contains an error. verifyApp reports the same errors, under the check charter. Example: manager extends ushers, a role that does not exist, and the verifier reports Unknown role "ushers" once for each section.
