Variant of an unknown action

verifyApp reports the error layout variant "<id>" reshapes unknown action "<action>" when a variant’s action is not an action the app ships, and a boot refuses on it. A variant is another layout for an action of the app. Example: the variant bar.late names the action bar, and the theatre ships no bar.
