Catalog token

The catalog token (hash) is a hash of the list of granted action ids and of nothing else, so two principals with the same list have the same token. A new action changes the token only for the principals it is granted to. Example: the member grant me.* matches me.card and not door.scan, so shipping me.card changes Grace’s token and shipping door.scan does not.
